Developing Water and Sanitation Program suitable for ADB financing in Kazakhstan

The objective of the assignment is to develop a water supply and sanitation program suitable for ADB financing through its multi–tranche financing modality. The assignment will involve the services of an international water engineer/PPP specialist. The Water Supply and Sanitation (WSS) Specialist will be responsible for technical, institutional and policy review of WSS sector

  • Review the government‘s water supply and sanitation (WSS) sector development plan including the investment plan and policy and institutional reform framework
  • Undertake technical visits to select cities, which currently include Khorgoz, Almaty, Shymkent, Turkistan, Qyzlorda, Aktobe, Aktau, Atyrau, Karaganda, Ustkamen, Semey, Pavlodar, and Astana, and determine potentials for WSS service improvement
  • Based on site visits and discussions with Akimats, vodokanals, and other relevant stakeholders identify suitable institutional options for service delivery
  • Based on technical, institutional, and policy reviews, assist the government in drafting and approving a WSS Sector Development Plan
  • Assist ADB missions on structuring a project or investment program based on identified beneficiary cities or towns
