Rapid Assessment of Financial Impact of Covid-19 on Indian Water Utilities and Options for World Bank Support

The objective of the study is to assess the financial impact of COVID–19 on a representative sample of 15 water and sanitation utilities in India, describe the nature and causes of financial impacts with a particular focus on possible “liquidity gaps” and identify the volume of additional liquidity required to maintain existing services over the short– (0–12 months) and medium–term (1–5 years). The impact on existing capital investment programs should also be considered and briefly evaluate options for obtaining additional liquidity across different utilities, including the possibility of improving services with necessary flexibility in uninterrupted operations during such calamities and doable reforms on policies, institutions, and regulation.
