Project Overview

The objective of this assignment is to provide technical assistance on institutional development and capacity building for the Mozambican Government and other stakeholders involved in sanitation service provision, including the design of institutional structure for the service delivery units, financial models and capacity building strategy.

• Study of existing institutions, providing sanitation services and developing organization structure for the sanitation company and assessing resources, equipment and infrastructure. Providing recommendations for the achieving the necessary improvements and arriving at the indicative costs.
• Organogram for each city comprising structure, staff numbers, qualifications and salaries/benefits with ToR prepared and costed with detailed job descriptions.
• Equipment requirements for each functional area for each city (and possibly for the private sector as well if equipment is to be leased from the company to reduce set up costs of private sector). Output: list of equipment with broad specification and costs. Consultant ToR prepared and costed for later preparation of detailed bidding documents.
• Systems requirements for each functional area for each city – MIS, GIS, CMMS, Billing and Collections. Output: list of systems with broad specifications and costs. Consultant ToR prepared and costed for later preparation of detailed bidding documents.
• SOP requirements for each functional area for each city. Output: List of SOPs to be prepared and costs. Consultant ToR prepared and costed for later preparation of detailed SOPs.
• Training requirements for each functional area for each city and for potential private sector partners. Output: list of training requirements and costs. Consultant ToR prepared and costed for later detailed design and implementation of the training program.
• Consolidation of above into program that is linked to the investment program implementation. Output: Detailed implementation program and costs for the whole program of activities to operationalize the sanitation companies.
