Project Overview

DJB proposes to undertake the distribution improvement project on a Public–Private–Partnership approach where in a private Operator would be selected on a transparent bidding process who shall be delegated with the management responsibility of providing water services in Vasant Vihar, comprising following components.

1. Rehabilitation of distribution system for improving network capacity to meet future demand and also network efficiency to meet the Service Levels
2. Operations, Maintenance and Management of Distribution System to provide un–interrupted pressurized water services meeting National Service Level Benchmarks
3. Billing, Collection and all related Customer Services to improve services and financial sustainability of the water services

• Study of the existing water system in the service area, validation of existing study reports and compilation of data of the existing system
• Prepare the DPR and cost estimates for system improvement plan after studying the baseline conditions, existing losses and service standards
• Structure the PPP transaction for pilot project in Vasant Vihar from technical, commercial and financial standpoint, duly examining different options, institutional models, and analyzing risks, market conditions.
• Make recommendations on technical, financial, contractual, risk allocation, legal and operational aspects for structuring and financing, required for successful selection of water operator.
• Prepare the Detailed Project Report (DPR)
• Preparation of RFP and draft contract agreement covering:
• Manage the pre–bid meeting, clarification meetings, tendering, evaluation and award process (bid evaluation) and transition period framework, on behalf of DJB
