Technical Consulting Services in relation to advice to be provided on a PPP Project relating to the Central Water Authority (CWA) in Mauritius

The project is a follow up engagement to a World Bank RAS study to identify a strategic partner to reform CWA through an affermage agreement to (a) Ensure 24X7 water supply coverage; (b) Updating existing district metering areas to manage technical losses; and (c) introduce efficiencies to be measured by KPIs

  • Reviewing background studies
  • Updating the assessment of operational situation of water assets
  • Review major investments proposed to be made in the system by CWA
  • Projecting consumer demand and growth
  • Estimation of water balance including NRW
  • Review of previous programs to reduce technical and commercial losses
  • Projection of Operating costs
  • Review of tariffs and regulatory regime
  • Review of Human Resource aspects
  • Drafting Technical Annexures and technical inputs to KPIs
  • Support during bidding process
