Strategic Assessment of Resilient Urban Infrastructure needs in Ahmedabad and Surat

The objective of this assignment is to carry out a strategic assessment of the critical service delivery and infrastructure gaps in core service sectors identified by the ULBs in Ahmedabad and Surat (primarily focusing on water supply, storm water drainage, waste water management and flood risk management) and suggest a strategy for these cities to develop resilient urban infrastructure for improving access and quality of these core services in a sustainable manner in the context of ongoing rapid urban expansion.

  • Strategic assessment of existing infrastructure and identification of service delivery gaps in the drinking water supply services, waste water management services including the recycling and reuse of the waste water as per the targets set out by the state government.
  • The assessment includes comprehensive city–wide urban water resource management in an efficient and sustainable manner without depleting the natural resource base.
  • Identify the key technical, institutional and governance constraints that need to be addressed.
  • Developing a strategy for both the cities to develop resilient urban infrastructure focusing on urban water resource management
  • Identify the key infrastructure, service delivery, institutional and financial gaps in both the cities from an integrated water resource management perspective at the city level considering drinking water supply, wastewater management
  • Identify the per capita needs, gaps, investment/fund requirements to meet the capital investment & O&M expenses as well as the adequacy of institutional capacity
  • Developing recommendations to address the gaps along with a strategy and action plan to identify the key elements and next steps for adopting an integrated urban water resource management.
