Diagnostic Assessment of Wastewater Management Services in Kerala for KUSDP

The objective of this assignment is undertaking diagnostic assessment of wastewater management services in Kerala, identify the key challenges and service delivery gaps, recommend various alternative technical/technological/operational solutions and models, identify the institutional and governance reforms required for ensuring the sustainability of wastewater management services, estimate the investment needs of the cities and ultimately recommend the investments to be supported under KUSDP.

  • Undertake a Sector Diagnostic Assessment to identify gaps in policy, institutional structures, financial framework and service delivery of Wastewater Management services in ULBs.
  • Prepare a sector note including (i) the policy and regulatory actions needed at the state level for waste–water management services improvement, (ii) the various technological and operational models for integrated waste–water management, with a predominantly decentralized approach including on–site sanitation systems such as septage management, fecal sludge management etc., (iii) estimated investment needs of each type of technical solution in terms of both physical infrastructure and financial costs (iv) mechanisms to develop climate resilient waste management infrastructure in the context of natural disasters and vulnerability of cities in Kerala, and (v) recommend interventions in policy, investments and capacity development to be supported under the proposed KUSDP.
  • Develop set of criteria for technical feasibility, implementation readiness, environment and social risk assessment, as well as local capacity for screening of investments with clear milestones linking performance–based capital grants.
  • Participating in the preparation missions in Kerala and provide inputs for Aide Memoires and Project Appraisal Document.
