Transaction advise services to Bangladesh Municipal Water Supply and Sanitation Project

The objective of this assignment is to finalize standard template WSS operator’s procurement document for the Municipal Water Supply schemes including Standard Bid Document for the project.  As part of this assignment, the consultant will investigate and recommend PPP design issues including mechanism of fund flow, O&M, and monitoring mechanism. DPHE has contracted a Technical Assistance consultancy to conduct Pre–feasibility, Feasibility and prepare the design and specifications, and the associated bidding documents for municipal towns’ piped water supply schemes.

• Prepare and finalize standard PPP bid document to procure potential operators for operations of the scheme
• Prepare and finalize customized Contract Agreement for the PPP arrangement under the project.
• Finalization of standard PPP private operators’ bid documents
• Lead in training, sensitizing, coaching DPHE and its external technical assistance consultant team about the different aspects of private sector–led contracting modalities including standard terms and conditions as well as international best practices of PPP management contracts.
